Lock up who? the 14 year old russian programmer who writes the trojan
which infects some person's PC which sends out millions of 'spam'
messages appearing for a non valid e-mail address?
I think the ISP's could lend a hand really. If they see over, say,
5000 messages in X amount of time which comes from a one of their
customers computers, raise a flag. But then they wouldn't be able to
advertise "free spam protection if you switch to us"..
