If the brake lights are on with the foot off the brake + ignition on,
it is the brake booster circuitry causing the problem.
The first thing to do is release the vacuum from the circuit by
disconnecting one of the pneumatic hoses temporarily. If the car rolls
after that, you know what to research after getting home. A flatbed
might not have been necessary after all.
Sometimes it's the residual pressure valve that is stuck (on later cars
it's on the vacuum tank) and a little silicone will release it and keep
it working. This could also be a more serious Hydrovac booster issue.
Let us know if releasing the vacuum does the trick.
If you're going to run this car, you need all the available technical
documentation in the worst possible way!
