If it's a '64 it won't have power brakes -- they didn't start 'til '65.
Assuming it was rolling when she got to the gas station, she probably set
the hand brake there and one or both cables stuck on. You can pull the
brakes on with a lot more force than the return springs can push them off
with. Setting the handbrake for the first time in years is always risky,
because unused cables tend to rust up.
If you cut the cables flush with the backing plate they would probably free
themselves; if not a little hammer and drift activity should do it.
Of course you might not want to cut them if there is any chance of saving
them, as new 404 cables are hard to find.
