Kevin,
The 3HP does not have the 4HP's problem. You must never rev the 4HP22
past 1500 rpm in Neutral; you can do it in Park IF the selector has not
been moved out of Park since starting the engine, and the engine had
previously been off for at least some interval, I think about a minute.
