Steam cleaning will only really work for the combustion chamber - inlet
manifold might benefit a little - but I doubt it.
If the intake is the issue - then I'd probably use the diesel, or some sort
of carb cleaner. I prefer Wynn's Carb cleaner - it works awesome. I
usually use the entire can in one go - car usually works much better and the
stuff is amazing at dissolving carbon.
If all else fails - pulling the intake and cleaning it manually would likely
be your best bet.
