Pull the vacuum line to the booster and see if the symtoms remain. The brakes will be hard - but they'll still work.
I used a Mazda 323 booster when I did my 504 V6 swap - same symptoms. Turned out the booster needed a one way valve on the boost line to the booster. (Only allows it to suck only)
If the symptoms remain then you know it's the booster. If not - maybe try a one way valve - lots of cars have them...
