Is the yellow detonation sensor light flashing at all while your foots
on the floor?
Assuming you do have the correct turbo charger for the N9TEA (A/R =
.48 exh housing), and not the smaller N9TE unit you should be able to
sustain 15psi all the way up to the 6500 rpm rev limiter. IF you do
have the smaller unit, you can get 15 down low, but it would drop off
a few PSI up high, (not a 6 or 7psi drop though).
I'd suggest re-checking the boost controller installation. An
improperly setup boost controller can cause what your talking about
(boost to what the controller is set to, but then drop off to stock
pressure).
the lack of power at high RPM is probably caused by the lack of boost,
or retarded ignition timing due to lean fuel conditions / detonation.
Or both.
