May I say that manufacturers don't "cheat" on speedo
accuracy, but many European countries have pretty
strict laws on speedo accuracy with fines for errors;
so they are careful and choose to error on the other
side to prevent costly fines. Germany is one of the
worst, and some of their older cars were off by 10% or
more; although modern electronics have improved that
problem by quite a bit.
