The trick of the trade would be to get the right belt. Compare the new one with the old one, one on top of the other, you will most likely find that the new one is a few teeth short

Subject: [Peugeot-L] FITTING A TIGHT TIMING BELT
Hi All,
Does anybody know of any tricks of the trade on slipping over a new, tight
timing belt when one replaces the old one?
In this case, it's on my '91 ZDJL engine. I can put the old belt on because
it is so stretched out but the new belt is really, and I mean really tight.
It's tough to slip over the timing gears even when the tensioner isn't on!.
Thanks,
Carl
