It is a short. Probably on the board on the back taillight. The design is
seriously flawed.
Here is what I did on mine last week...

Each window switch and the sunroof switch has a bulb inside it and it should
illuminate. They illuminate any time the key is in the acc or on position.
That's normal. It's not unusual to see them ALL burned out. With practice
and patience, the switches are nearly fully rebuildable. I've done many and
can do one in 15 minutes from start to finish.
