My guess it that a previous owner has used tap water to refill a leaking cooling system. The deposits that you see are precipatate from that water that have built up over time.
Here's a test for your local water, place an inch of water in a white bowl in your microwave, boil off the water and whats left behind is the solids. You may have to do this boil off several times (don't clean the bowl in between tests) to get a noticable residue. Now image your engine boiling off water through a leaking rad cap or seeping rad hose and it is not hard to imagine where all that gunk came from.
Always use distilled or de-ionised water in your cooling system. Remember that coolant with the undesireable chemical properties could erode your engine away from the inside out!

Here's an update on my new Mi 16.
Turns out the coolant is rusty muck and the radiator is probably packed
up with the stuff. I'll try the reverse flush method on the rad and
also flush out the engine tomorrow, does this method also get the
heater core? Am I looking at replacing the heater core sometime down
the line? The rad appears to have a core which is some sort of non
rusting alloy. If so what is rusting?
Looking for any bits of wisdom, tips, tricks or suggestions to get the
coolant passageways as clean as possible.
