Not quite.
Also, in the US PBR/Axxis/Repco market three grades of pads (maybe
more). The "Deluxe", the "Metal Masters", and the "Ultimates". As
abestos has been phased out, different forumlations of the pads
(especially the Deluxes) were available. The older abestos laden
Deluxes were generally regarded as very good, quiet street pads. The
older abestos free forumulation disappointed quite a few people. I
believe it's been reformulated since.
I've heard generally good things about the Metal Masters, except that
the first stop is usually quite noisy, and the pads really don't
function well when cold.
I'm running PBR Ultimates up front on my Volvo (760, Girling sliding
calipers), and I like them quite a bit. They're not terribly dusty,
the initial bite is pretty good, and they're fairly quiet (without any
goop too). My friend's got PBR Deluxes on her Volvo 240. Not too
dusty, great initial bite, but a bit noisy (this may be a function of
age), and they seem like they fade pretty easily (also a function of
the bulky four pot calipers on the 240).
In general the negative comments I've heard about the Ultimates are
that they will bond with the rotor under extended abuse at the track,
that they're dusty, and that they'll wear the rotors down pretty
quick. All I can say is that I have no problems with the dusting on
my car.

More than most laypeople could ever want to know about pads and
rotors, I'm sure. :-D
