I'll chime in here with: yeah it's quite possible to reuse TTY bolts.
That's why most car makers will include a maximum length. I know that
both the Volvo four banger and older VW diesels used TTY bolts. Once
the bolt has stretched beyond this length it's not generally a good
idea to reuse it.
Of course, one of the VW diesel nuts (in Volvo disguise of course) I
know will reuse lots of things without incident on his diesels (like
rear main seals and head bolts). Of course he uses a beam style
torque wrench so he can reuse these TTY bolts with some certainty.
I'm not quite sure where you've gotten the idea that TTY bolts are
unsuitable for boosted applications. Replacement head bolts are
pretty uncommon with Volvos, and they're running TTY bolts. Point of
reference would be the 16 valve turbo conversion making (as of now)
330hp, on stock bolts, stock head, stock head gasket, and somewhere
around 7psi of boost :-D
