I did this conversion on a 405 wagon a number of years ago. If you are replacing the seat belts, you are going to be putting new trim around the doors and you might as well pull everything, drop the headliner and have the fabric redone. Once you have it out, and it does come out the back pretty easily, it is not expensive for an upholstery shop to do. Your local body shop can recommend someone. Now, as to the seat belts, I remember it was a simple shift, and there were mounting points for everything on that car. The thing I did not realize until I had it back together is that the headliner for power seat belts is cut back over the front doors to accomodate the track, and the narrower door trim will NOT cover the edge. So you have to come up with a tidy trim detail at that edge. A narrow piece of beige flexible plastic would work fine.
