Certainly, you can't run the pump without fluid; but
I'm talking about the rack. Maybe for short periods in
an emergency you could run without the pump, but I've
seen racks go bad when run without the pump. There may
be exceptions, but ask your local mechanic and he will
tell you in general not to run a power steering rack
without a pump.
