[Peugeot-L] failed emmissions (again)

I went back to the inspection station this AM and my '87 XN6 505 failed for the second time. The NOx was 3.97 down from 4.13, the limit is 3.00. Some of the helpful list members suggested I try the following:

Check for vacuum leaks. None.

Retard timing 4 degrees. Did that.

Add denatured alchohol to less than 1/8th of a tank of gas. Did that.

Check function of O2 sensor. Checked out fine.

I also changed oil and filter before retest.

Valves set to factory specs.

Periodically I run Techron throught the system.  

As I understand it, high NOx levels are do to high combustion temps. My cooling system is fine. The only other thing I can think of is that my 2 year old cat converter isn't doing it's job. Do cats clean NOx or just HC and CO?

As I mentioned last time, the car runs great. This is very confusing. Any other ideas?
