[Peugeot-L] N9TEA Air Filter Primer Needed

Hello,
The new air filter I ordered arrived today. Question #1 is should it be oiled?
Question #2 is I ordered the filter with the rubber gasket and plastic basket built-in. My old one was a basket with a perished gasket separate and a lone piece of foam rubber filter. Am I correct in assuming that I may safely jettison the old filter and not use the basket? Question #3, and on a more ominous note, I am getting a humming sound from the engine area over 2,700 RPM's. It is independent of vehicle speed, varies with RPM's. I wouldn't rule out the engine, although the engine was rebuilt 30,000 miles ago and has not been abused. Are there any sounds or other signals of a soon-to-shit-the-bed turbo unit? Or, what's the likelihood of a transmission-related problem arising with these symptoms?
