[Peugeot-L] 89 505 SW8 - erratic gas gauge

Our 89 505 wagon returned from a long time at college on the streets of Ann Arbor. Among all the junk, goo and tree parts stuck to it, the gas gauge jumps from it's reading and buries itself on "R". Then it jumps back up to the reading.

Should I look at the gauge on the instrument cluster first or at the sensor in the tank? How does one get to the tank sensor?
