That wasn't untill the late 90s. Any import sold prior to that ( except for SAAB where the shifter would lock and not the steering) would allow you to remove the key without being in park

Uh, I'm pretty sure that the government has mandated
that the key can't be removed from the ignition in
automatic-equipped cars unless the shifter is in park.
I'm sure that a 78 Pug would have conformed to this
requirement as every other car with AT sold in the USA
has had to since the early 70's.
Therefore, if you can remove the key, I would say
that there is an interlock mechanism that is flakey or
broken.
