Sure sounds like the "flap motor" ECU is dead - very common indeed. Short of finding a replacement for that unit, you might want to wire up a DPST switch to control the position of the flap that lets hot air in from the engine. (In my wagon I use one of the rear, rear window switches since I never have passengers in the back seat.)
To test, remove the flap motor (cut a large hole in the side of the glove box to access the flap motor)). You'll then be able to move the plastic lever that moves the flap.
Not as nice as having climate control, but it does the job.
