That's the lower pinion valve seal leaking into the rack. DIY rebuilding
of post-'83 pinionvalves is difficult and high-risk, because the housing
usually needs to be sleeved, the top seal is staked in place, and the lower
seal is unobtainable. A rebuilt rack is $225, exchange. A used
pinionvalve is $100, exchange. --Brian
