Yes. My favourite tool for loosening brake lines is a small, four-inch vise grip. All wrenches, even flare nut wrenches, usually start rounding the flats on the nut before you can apply enough pressure to start the thing turning.

Flat-jaw vise grips are preferable, but curved-jaw will work if you're gentle and patient. Clamp the vise grip across any accessible pair of flats. Leave the other flats for wrenching once you get the thing loose. Wiggle the v-g back and forth - gently. It will loosen as it digs divots into the flats. Get a tighter bite and wiggle some more. Repeat until your bite becomes solid, then continue wiggling and believe me the nut will loosen. You're not home free yet, because usually the nut doesn't release from the tubing without another period of gentle wiggling. If you're patient you should be able to simply "worry" it off. Once loose, you can turn the nut with an openend.  If necessary, touch up the chewed flats with a small file.

Occasionally the nut will simply not release from the tubing, in which case the whole tubing section is trash. I believe 405s (and all Peugeots?) use non-ferrous lines, so this shouldn't be a problem.

Your torque may vary, etc.
