[Peugeot-L] Stuck engine

I'm getting another pug gas turbo, and it's been sitting for a few years. I cant get the engine to turn with the starter and am assuming it's stuck. Has anyone had success freeing one? Was wondering if it's Onmore likely the pistons or valves that would be stuck...any suggestions?
