Your decission probably correct.. Install a new filter and see... This happened to me but its not turbo .. Changed the diesel filter and that's it.. Further check the diesel line for any clogs / blocks

  Just went out to the car, going to tidy interior and test/fix all   lights for mot later in week but it died when I started it, so I   started it again, died out.

  So with a bit of throttle I kept it running and then it ticked over ok.

  Went to drive forward, no throttle responce.

  Its a cable driven diesel with no electronics!

  So pop bonnet and have a look, nothing wrong but no throttle response   from pump when operated by hand.

  Blipping throttle by hand has no effect, holding throttle open about   7-8 seconds and the revs rise, slowly, after about 20 seconds its at   4000rpm. Close throttle and engine will die.

  Ease it off slowly it will tickover.

  ????????????

  It was ok few days ago no problems at all.

  It did get near freezing last night, but cant have gone below 0C its   dropped to 3/4/5C this week etc

  No other problems, smokes a little when started but thats normal for   this one its a di e sel after all.

  Anyone ever had a problem like this?

  And a update.......

  After 30 mins or so ticking over while Ipanicked that I may never   drive this engine again, it got a _little_ better...

  A blip still does nothing but opening the throttle fully cause a rise   in rpm after about 1 second, and its at 5000rpm in about 3-4 seconds.

  No air in diesel, its got a clear section of pipe to pump.

  this is an old 605 2.1td engine with no recycle-ing for the emissons   or any electrics at all, simple lucas cav pump, IDI, old tractor with   a turbo....

  Been to buy new filter, going to fit it tomorro, the preheater on the   side of the engine has been bypassed as they often let air in, but it   was no problem in the snow last year etc
