Dick,
Nothing can be considered unusual in a 10+ year old
car electrically until you have confirmed that all of
your grounds are in great (not just good) shape. Do
the grounding survey. Even if it doesn't fix this
particular problem, it will improve things generally
with regard to the electrical system, so the effort
won't be for naught.
If, after your grounds are returned to great shape,
you still have the problem, then start
thinking/looking elsewhere. But, to more directly
answer your question, I have never seen rhythmical
flashing of the charge light (unless its due to bad
grounds or interference from the turn signal relay or
something).
