Alan,
The relay should be less than $150. To see if it is the relay that is
bad, pull the two pieces of plastic that go under the steering wheel
(one is held on by three phillips screws and the other has four 10mm
bolts securing it. After that, find the fuel pump relay (it is the
frontmost relay, just to the left of the steering column). Take a bent
cotter key, or make a short test lead (with two male spade ends) and
connect wire #87 to wire #30 (the numbers are indicated on the relay).
Once you have the jumper connected, try to start the car. If it starts
and it hasn't before, then I figure it must be the relay. The fact
that you got minimal spray when you disconnected the banjo fitting at
the fuel distributor suggests (to me anyway) that the fuel pump isn't
pumping. If bypassing the relay doesn't fix it, then it may be the
fuel pump.
