Before tearing anything apart, check if you have power & ground going to the
fuel pump , check on the fuel pump studs and the wires themselves as the
connections are prone to rust and break contact. If you have power and no
ground, the ground contact is in the left rear 1/4 panel beside the washer
fluid tank. If no power, does your tachometer work when the engine cranks
over? If it does, then the relay is a safe bet, if not, check your fuses and
contacts near the coil. The tachymetric relay gets its signal from the same
lead as the tachometer does, that lead sometime breaks near the coil by the
shock tower.
