What kind of test is crossing the wires supposed to be? If there was power
or potential between the leads it will or should blow the fuse, if it
doesn't burn something out first.
With the engine off, test the fan clutch function, pull apart the connector
near the fan on the engine and locate the wire. Supply power via a wire from
the battery + terminal, the fan should lock. Try to turn it.
