Make sure that you have ground at the pump besides 12v positive try giving the pump a whack/tap with a small hammer there is a combined gas gauge sender and primer pump inside the tank access under rear seat

  Hello and Happy Holidays,
  My Mi16 will not start. I pushed it inside the heated garage for two days so it's not frozen. I am getting spark. I yanked a fuel hose off, and there does not appear to be any pressure. Will I get 12V at the fuel pump if the ignition is turned on? Are there any any other replaceable components which I should test? Haynes mentions in-tank or external pump but not both. Does the US model have a two-pump system? Any caveats?   Thanks for any info.
